URA sets no pass-type restriction for private property, but the minimum stay is 3 consecutive months; short-term visit passes usually run shorter than that, and landlords and agents generally ask for a valid pass covering the lease. Whole-HDB renting requires a specific pass with at least 6 months' validity.

Renting in Singapore: a landing guide
URA places no restriction on the pass type of private-property tenants, but the minimum stay is 3 consecutive months (short-term visit passes usually run shorter than that, and landlords and agents generally ask for a valid pass covering the lease); renting a whole HDB flat needs a valid pass and the landlord's prior HDB approval, minimum 6 months. Signing incurs stamp duty (0.4% of total rent) and a deposit of usually 1 month (one-year lease) or 2 months (two-year lease). For HDB flats, the pass must have at least 6 months' validity from the application date (HDB requirement); there is no official rule for private property, but landlords usually want the pass to cover the lease.
Private vs HDB: different rules
| Private condo/property | HDB flat (whole) | |
|---|---|---|
| Pass requirement | URA sets no pass-type limit, but minimum 3 consecutive months; landlords/agents generally ask for a valid pass covering the lease | EP/S Pass/Work Permit/Student/DP/LTVP, with at least 6 months' validity from the application date (HDB requirement) |
| Minimum lease | 3 months (URA) | 6 months |
| Extra approval | No nationality quota | Landlord needs HDB approval; non-Malaysian non-citizen tenants are subject to a quota (8% neighbourhood, 11% block) |
| Short stays | Residential stays under 3 months are not legal (Airbnb-style short-term is prohibited) | |
Costs
Stamp duty: for leases up to 4 years, 0.4% of total rent (payable by the tenant under IRAS rules unless the lease provides otherwise), e-stamped via IRAS within 14 days of signing; late payment penalties can reach four times the duty. Example: a two-year lease at S$4,000/month, total rent S$96,000, stamp duty ~S$384.
Deposit: usually 1 month's rent for a one-year lease, 2 months for a two-year lease (market practice, not law).
Agent commission: CEA does not set commission amounts or who pays; agree them in writing before the agent starts work. A tenant can also skip hiring an agent and deal directly with the landlord's agent; that agent represents only the landlord and, under CEA rules, may not also represent you or charge you commission. Signing process
After viewing and choosing, the usual flow is: negotiate terms (including diplomatic and repair clauses) → sign, pay deposit and advance rent → pay stamp duty → handover inventory with photos of the unit's condition.
Practical tips: get the e-stamp certificate before keys change hands (once keys are handed over, the incentive to tidy paperwork evaporates); check the landlord's HDB approval letter for flats; watch for the diplomatic clause (usually available after the first 12 months); confirm utilities (SP Services) are set up.
Key clauses to understand
Diplomatic clause: lets you terminate early in certain cases (e.g. posted abroad), usually after the first 12 months (a common contract term, not a legal rule). Without it, breaking a lease is awkward.
Repair clause: specifies which repairs the tenant bears and which the landlord. Commonly minor repairs to the tenant, major to the landlord — check the contract.
Reinstatement clause: return the property to its original condition (fair wear and tear excepted), per the inventory list — so the move-in condition record matters.
Common misconceptions
An unstamped agreement is still valid but may not be admissible as court evidence in a dispute, and late penalties can reach four times the duty.
Negotiable, but market convention is 1 month for a one-year lease, 2 for two years — deviate too far and take note.
How we handle it

Frequently asked
Can I rent on a tourist pass?
Generally not in practice. URA sets no pass-type restriction for private property, but the minimum stay is 3 consecutive months, and short-term visit passes usually run shorter; landlords and agents generally ask for a valid pass covering the lease. A whole HDB flat needs a valid work/student/dependant pass (at least 6 months' validity from the application date) and prior HDB approval.
How much is rental stamp duty, and who pays?
For leases up to 4 years, 0.4% of total rent, payable by the tenant under IRAS rules unless the lease says otherwise, e-stamped via IRAS within 14 days. Late penalty up to four times.
How many months' deposit?
Usually 1 month for a one-year lease, 2 for two years (market practice, not law). Negotiable but note market convention.
What's the minimum lease?
Private 3 months (URA); whole-HDB 6 months. Residential stays under 3 months are not legal.
What is the diplomatic clause?
A clause allowing early termination in certain cases (e.g. posted abroad), usually after the first 12 months. Without it, ending early is awkward.
